The FCC has unlicensed frequencies for wireless microphone , monitor and links to stations. These channels are unlicensed and have no regulations against linking into the internet.

You must first find out which TV channels are free in your area.

You can not crosslink GMRS into these bands. Using such unlicensed frequencies would require all nodes to use the same frequencies. There appears to be nothing to stop this in FCC rules even data and music are allowed.
